Living in Florianópolis as an Expat or Remote Worker: Districts, Costs and Paperwork
Written by Gabriela Rabachini, Brazilian attorney, OAB/SC 78438. Official sources checked November 3, 2026. Updated November 3, 2026.
Why this page is different
Florianópolis is the author's home city, and most English pages about it mix first-hand impressions with numbers whose origin is never stated. This page does the opposite: every figure comes from a named source with a date, and where no reliable figure exists, it says so. Read it as the factual layer under the impressions you will collect yourself.
It is general information as of November 3, 2026. For the legal steps of a move, in order, see the hub: Moving to Brazil from the US.
The city in brief
- Name and history. IBGE's municipal record says the island was named Santa Catarina by Sebastião Caboto in 1526, that the settlement of Nossa Senhora do Desterro grew there, and that a state law of 1894 renamed the municipality Florianópolis.
- Twelve districts. The same record lists twelve districts in the 1997 territorial division, unchanged in 2003 (below).
- A federal university town. The Federal University of Santa Catarina (UFSC) has its main campus in the Trindade neighborhood, according to the university's own history.
- A state capital. It is one of the 27 state capitals in the national basic food basket survey used below.
Districts: the names you will see
IBGE lists these districts, in its order:
| District | Note from IBGE's record |
|---|---|
| Florianópolis | The seat of the municipality |
| Barra da Lagoa | Created by municipal law in 1995 |
| Cachoeira do Bom Jesus | Name since 1948 |
| Campeche | Listed in the 1997 division |
| Canasvieiras | Created in 1835 |
| Ingleses do Rio Vermelho | Name since 1948 |
| Lagoa | Created in 1750 |
| Pântano do Sul | Re-created in 1962 |
| Ratones | Listed since the 1930s |
| Ribeirão da Ilha | Name since 1948 |
| Santo Antônio de Lisboa | Name since 1948 |
| São João do Rio Vermelho | Created in 1963 |
Each district contains several neighborhoods, and the city has reorganized its internal boundaries over time, so a street address may use a neighborhood name rather than a district name. We do not rank districts or neighborhoods. Which one suits you depends on things only a visit tells you: where you need to be each day, how you will get there, and what you want nearby.
What it costs: one sourced index
Food: the DIEESE basic basket
DIEESE publishes a monthly survey of the cost of a basic food basket in Brazil's state capitals. In its September 2026 results, published October 9, 2026:
| Measure | Florianópolis, September 2026 |
|---|---|
| Cost of the basket | R$915.62 |
| Rank among 27 capitals | 2nd most expensive, after São Paulo (R$922.51) |
| Change from August 2026 | +7.61% |
| Change over 12 months | +12.89% |
| Change since December 2025 | +14.27% |
| Hours of work at the minimum wage (R$1,621.00) to buy it | 124 hours 16 minutes |
Read it for what it is: the basket is 13 food items in set quantities, priced each month. It does not include rent, transport, health insurance, school fees or eating out, so it is a comparison of food prices between capitals, not a household budget. Month-to-month moves can be large: in September 2026, the biggest increases in Florianópolis were tomatoes (+65.55%) and potatoes (+35.96%).
Rent: no official figure
There is no government rent index for Florianópolis that we could cite. The FIPE's FipeZap index tracks residential sale and rent asking prices from listings on the OLX group's portals, for apartments in up to 56 cities. Asking prices are what landlords request, not what signed leases say, so treat any figure from it as a starting point for your own search.
Paperwork that is specific to Florianópolis
The Federal Police unit
Foreigners who live in Florianópolis register with the Federal Police Superintendency in Santa Catarina (SR/PF/SC). The Federal Police's 2026 table of units lists the cities it serves, including Florianópolis, Biguaçu, Palhoça and Garopaba, with the unit's immigration email. Deadlines and documents are in Brazil Federal Police Registration.
Buying on an island: Union land
The city grew on the island of Santa Catarina, and that matters for property. Under Decreto-Lei 9.760/1946, the "terrenos de marinha" owned by the Union include the 33-metre strip from the 1831 mean high-tide line on the coast and around islands (art. 2). Buying such a property adds federal steps: the 5% laudêmio on the land value, the SPU's transfer certificate, and, for a foreign buyer of more than 1,000 m² or in strategic zones such as the 100-metre strip along the coast, the SPU's prior authorization.
City and state costs on a purchase
- ITBI. The municipal tax code, as amended by Lei Complementar 328/2008, sets 2% on ordinary transfers and 0.5% on the financed part of purchases under the Sistema Financeiro da Habitação (text as reproduced by LegisWeb; the city's site did not load, and later amendments were not checked).
- Notary and registry fees. Set by Santa Catarina law (Lei Complementar 755/2019) and published each year by the state court's Corregedoria.
The whole purchase, step by step, is in Buying Property in Brazil as a Foreigner.
Remote workers: the rules do not change by city
A remote worker in Florianópolis lives under the same federal rules as anywhere in Brazil:
- the digital nomad residence for remote work for a foreign employer: Brazil Digital Nomad Visa for Americans;
- the visitor limits if you come on the e-Visa first: Brazil Visa for US Citizens;
- the 184-day tax line: on a temporary basis, Brazilian tax residency generally starts on your 184th day in Brazil within 12 months (Receita Federal). A season on the island can cross it.
Myths checked against the sources
- "Florianópolis is cheap." On the one cross-city index we used, its food basket was the second most expensive of 27 capitals in September 2026.
- "Beach property is off-limits to foreigners." It is not; Union coastal land has extra federal steps, and above 1,000 m² or in strategic zones a foreign buyer needs a prior authorization.
- "Rent figures online are official." The best-known index uses asking prices from listings; there is no government rent figure for the city that we could cite.
Where to go from here
- Buying a home here: Buying Property in Brazil as a Foreigner.
- The residence route most remote workers use: Brazil Digital Nomad Visa for Americans.
- Registering at SR/PF/SC: Brazil Federal Police Registration.
- If you are moving on the nomad visa, the Brazil Digital Nomad Visa Kit has the document trackers, a cost worksheet and the 90-day arrival timeline to fill in yourself.
